There is no better example of limitist vehicle development than the CityEl. My first encounter with it was around 1994 at an event on renewable energy in Upper Austria. The vehicle struggled to reach 50 km/h and I was shocked that it was called an electric vehicle. It was more like a children's toy scaled up for adults. In 2005 I studied various forums on the City El. The 4 80 Ah 12 V lead batteries were unusable after about 10,000 km. One of my first wife's sisters was a regional councillor in Salzburg and lived in Eugendorf at the time.
It is only 12.5 km from your home to the Chiemseehof, the seat of the Salzburg state government. After Eugendorf there is a slight incline on the B1. In slightly cooler weather, she stayed on this incline. 12.5 km to Chiemseehof, about 7.5 km from the return journey. From this incident I deduce that a City-El at -30° C would break down on the first incline after 20 km. In 2007, I visited several events in Altenmarkt, Traunstein and Bad Goisern with the Chinese Electric Scooter E-Max S.
